A while ago the option to authorize the lvl up of the lurkers also displayed the lvl up of people who wasn’t speaking in the chat. But now, somehow, it only shows the lvl up of those who are actively speaking. Is it possible to display the lvl up of people that are lurking without speaking ?

This is not possible, this change was made precisely to allow lurkers to no longer be notified.
This is a good thing, because most people who lurk do not wish to be notified in the Chat (this prevents them from leaving because of it)
