If you’re the one who initiates the command, that’s normal, and so are the moderators 
The streamer and moderators (*) have no cooldown.
(*) Moderators can if you activate the “Management of moderators” option.

What I mean is that I, as a streamer, plant a bomb and I would like it to have some time to defuse, if the chat does not attempt to defuse the bomb after a minute it will explode by itself
