Can't Require BITS on TTS Command

So apparently, it does not seem that I can have both a command that has “Text to Speech Synthesis” AND “BITS (Twitch)” together. The command I created “!say” is launched without requiring the “CheerX” amount, it just runs the command and does the TTS, no prompt for BITS.
